It has the capacity to be connected for cellular. But being that this ipad was released in 2012, It is limited in apps that are supported. I know for a fact Netflix, Facebook, Facebook Messenger/Video Call is still supported on this device. When i used it in the past for cellular, it was At&t. Im not 100% sure it can be used with any other carrier other than AT&T.
